MARCHON APARTMENTS ATLANTA

United Consulting provided environmental consulting, geotechnical engineering, and construction materials testing for Marchon Apartments Atlanta, an award-winning mixed-use development featuring 305 apartment units, and 6,000 square feet of retail space linked to the Metropolitan Atlanta Rapid Transit Authority’s (MARTA) King Memorial Transit-Oriented Development (TOD). The site, located on the former parking lot of MARTA’s King Memorial Transit Station, had been historically used for commercial and light industrial purposes, containing extensive historic fill materials requiring a thorough assessment. It faced numerous challenges during due diligence and construction, including the identification of several areas of soil and groundwater contamination, which prompted environmental testing by United Consulting and other experts.

Our team of environmental specialists moved expeditiously to facilitate the property’s enrollment in Georgia Environmental Protection Division (EPD) Brownfield Program, helping to prevent delays to the design and construction schedule. As part of the Brownfield Prospective Purchaser Corrective Action Plan (PPCAP), we provided oversight of soil remediation at the outset of construction. During grading and foundation installation, several subsurface issues were uncovered beneath the parking lot, including multiple elevator shafts and old foundations filled with deleterious materials. Contaminated groundwater was also detected, requiring specialized handling throughout construction. We worked closely with the construction team to address these unforeseen challenges.

United Consulting prepared the Prospective Purchaser Compliance Status Report (PPCSR) to complete the Brownfield process after the completion of grading and vertical construction was underway. The Environmental Protection Division (EPD) approved the PPCSR, enabling the owner to obtain the Final Brownfield Limitation of Liability. Our team assisted with the submission of the Brownfield Cost Recovery package and the owner recouped $2.2 million in environmental cleanup costs. The Marchon Atlanta received the prestigious Urban Land Institute (ULI) Development of Excellence Award for Multifamily Residential Development (2023).
