NOVEL WEST MIDTOWN APARTMENTS

United Consulting provided environmental consulting, geotechnical engineering, and construction materials testing services for a 10-acre site slated for redevelopment into Novel West Midtown, a 304-unit apartment community featuring a saltwater pool, outdoor kitchen, and dog park. The property will eventually connect to the Atlanta Beltline’s Westside Connector Trail. Through comprehensive environmental due diligence and geotechnical testing, United Consulting identified significant debris fill intermixed with environmentally impacted soils on a portion of the property. This included apparent battery casings with lead as the primary constituent of concern, requiring both geotechnical and environmental compliance measures to be addressed.

Our team of experts enrolled the property in the Georgia Environmental Protection Division (EPD) Brownfield Program to facilitate regulatory compliance and maintain the construction and design schedule. We implemented the Brownfield Prospective Purchaser Corrective Action Plan (PPCAP) and provided oversight of soil remediation activities at the start of construction.

Due to extensive debris and contaminated soil across a significant portion of the site, United Consulting, in collaboration with Crescent Communities, determined that full remediation through excavation and landfill disposal was impractical, as most debris was located outside the planned construction area. Instead, we worked closely with the construction team to develop and implement engineering and institutional controls (EIC), which were negotiated with and approved by the EPD. The EIC included cap-and-cover techniques such as a soil nail wall, rip rap, and additional soil coverage, along with enhanced erosion and sedimentation controls. To ensure long-term effectiveness, we developed a comprehensive monitoring and maintenance plan. Once site construction was completed, United Consulting prepared the Prospective Purchaser Compliance Status Report (PPCSR) to finalize the Brownfield process. Additionally, we assisted the client in submitting the Brownfield Cost Recovery package, which enabled them to recover $1.9 million of the environmental cleanup costs associated with redevelopment.

With site construction finished, United Consulting drafted the Prospective Purchaser Compliance Status Report to complete the Brownfield process. We also assisted the client in submitting the Brownfield Cost Recovery package to recoup the environmental cleanup costs associated with redevelopment. At the end of the project, the client was able to recover approximately $1.9 MM in Georgia Brownfield tax incentives.
