
Former General Time Property Brownfield/VRP Redevelopment Project
An Atlanta-based environmental attorney recommended United Consulting to assist a prospective purchaser on a complex, challenging property in Athens, Georgia, which is listed on the Georgia Environmental Protection Division (EPD) Hazardous Site Inventory (HSI). The property also appeared on several regulatory databases due to the historical release of trichloroethylene (TCE), a solvent used in onsite operations at a timepiece manufacturing facility. These contaminants along with daughter products had migrated into groundwater and affected down-gradient properties.
United Consulting facilitated the property’s entry into the Georgia Environmental Protection Division (EPD) Brownfield Program, ensuring alignment with the owner’s compliance under the Georgia Voluntary Remediation Program (VRP). As part of this process, our environmental team conducted asbestos and lead-based paint surveys, a Phase I Environmental Site Assessment, and tiered site characterization sampling guided by initial findings, which included sampling results, property owner input, and Brownfield Program requirements.
Soil remediation was completed under the Brownfield framework, while ongoing groundwater treatment remains under the management of the property owner’s consultant through the VRP. Other activities managed by our team include partial interior and roof demolition, soil and shoring excavation, coordination of injection events, aquifer soil treatment, installation of an injection infiltration gallery, backfilling of excavation areas, and retrofitting a vapor intrusion mitigation system.
The efforts of our experts led to a strategic, complaint, and efficient remediation process, positioning the property for future redevelopment. It entered a monitoring-only phase to confirm declining groundwater concentrations and validate the effectiveness of the cleanup strategy. The Prospective Purchaser subdivided the property, submitting a Brownfield Prospective Purchaser Compliance Status Report (PPCSR) for areas meeting residential standards and a separate PPCSR for non-residential standards. The EPD approved the residential PPCSR and issued an HSI delisting letter, with the non-residential PPCSR under review. United Consulting worked diligently to ensure regulatory compliance and achieve closure within an aggressive time frame.
